When brake pedals are not depressed, upper valve spool and lower valve spool are held in place by springs.

Oil flows from outlet, to service brake passages, to hydraulic oil tank. This disengages brakes. Oil from accumula-
tors supplied from accumulator passages is blocked by upper and lower valve spools.
