Don't twist governor cover in following steps to prevent damage to rack
link.
(20) Connect rack link pin to fuel injection pump control rack, and force clip
down to secure link.
(21) Support guide sleeve so it fits into flyweight (23). Then position gover-
nor cover against housing (30).
(22) Install four screws (17) and two screws (18). Tighten screws to 43 to 61
lb-in.
(23) Install no load stop screw (34) and nut (33).
NOTE
Do not install plastic cap (32). Cap will be installed after no load
governed speed adjustment.

Install new O-ring (14) in governor cover groove.
Position cover plate (13) against governor cover.
Install and tighten four capscrews (12).
Pour clean calibrating fluid into governor until oil leakage occurs, then
install and tighten plug (35).
Install copper gasket (11) and plug (10) in cover plate (13).
Test and adjust fuel injection pump governor (page 2-60).
